ALLANAMIENTO SANGUINARIO, RACISTA, COLONIAL Y CRIMINAL DEL ESTADO CHILENO CONTRA EL LOF TEMUCUICUI: FISCAL BUSTOS Y GENERAL MANSILLA DIRIGEN TERRORISMO BÉLICO Y DESPIADADO CONTRA LACTANTES E INFANCIA MAPUCHE COMO PARTE DE LA POLÍTICA DE EXTERMINIO Y GENOCIDIO SISTEMÁTICO DEL ESTADO WINKA CHILENO
COMUNICADO PÚBLICO
A LA OPINIÓN PÚBLICA NACIONAL E INTERNACIONAL, A LOS PUEBLOS EN LUCHA Y A LOS ORGANISMOS INTERNACIONALES DE DERECHOS HUMANOS:
La Comunidad Autónoma de Temucuicui, ante la escalada represiva, criminal y sanguinaria que el Estado chileno ha desatado en menos de una semana contra nuestro territorio, declara con urgencia y rabia lo siguiente:
1. UN ATAQUE SISTEMÁTICO CONTRA LA TOTALIDAD DEL LOF TEMUCUICUI
Denunciamos de forma urgente que las últimas agresiones perpetradas por el aparato militar estatal no constituyen únicamente un ensañamiento contra los niños, lactantes y bebés en gestación de nuestro territorio; este es un ataque generalizado, planificado y violento contra la totalidad del LOF TEMUCUICUI. El ensañamiento policial y militar golpea directamente la convivencia de nuestra identidad territorial y de todo el tejido social y comunitario de nuestra organización ancestral.
2. EL SANGUINARIO HISTORIAL EN MENOS DE OCHO DÍAS Y EL SECUESTRO DE LOS BUSES ESCOLARES EN EL LOF TEMUCUICUI
La crueldad institucional ha quedado registrada en dos episodios brutales que demuestran que el Estado chileno actúa sin ningún tipo de freno moral ni legal en el Wallmapu:
El 6 de mayo: Las fuerzas estatales violentaron e incomunicaron a un bebé en gestación y a su madre, deteniendo a una Lagmien embarazada en medio de ráfagas de fusiles y gases dentro del LOF TEMUCUICUI. En este mismo procedimiento sanguinario, el Estado detuvo de forma criminal a un niño de tan solo 4 años junto a su madre, sometiendo a la infancia a la brutalidad de un despliegue militar desmedido.
El 14 de mayo: Apenas ocho días después, la maquinaria bélica regresó con el mismo foco de saña al LOF TEMUCUICUI. En esta ocasión, allanaron de forma criminal una sala cuna y un colegio dentro del territorio, transformando espacios de cuidado de la primera infancia en zonas de guerra. No bastando con el trauma provocado a los niños en las aulas, las fuerzas represivas del Estado procedieron al secuestro directo de dos buses escolares, reteniendo ilegalmente el transporte exclusivo de los estudiantes comunitarios en un acto de amedrentamiento militar y piratería estatal sin precedentes en el LOF TEMUCUICUI.
3. DESPLIEGUE BÉLICO DESMEDIDO, BALAS CONTRA NIÑOS Y EL ABSURDO JUDICIAL EN EL LOF TEMUCUICUI
Ambos operativos contaron con altísimos contingentes policiales y el apoyo directo de militares, portando drones y maquinaria bélica de alta sofisticación técnica. Denunciamos con total indignación que en cada una de estas jornadas contra el LOF TEMUCUICUI se percutieron más de 400 disparos. La pregunta que nos hacemos ante el mundo es evidente: ¿Cómo es posible que se allane un territorio de esta manera brutal, que el foco explícito de la violencia sea golpear a todo el LOF TEMUCUICUI atacando salas cuna y colegios, y que luego salgan públicamente a declarar que incautaron "armamento de alto calibre" pero no presenten un solo detenido en el lugar? La farsa cae por su propio peso.
4. DEL FRACASO PROCESAL AL MONTAJE DE EVIDENCIAS: EL FANTASMA DE OPERACIÓN HURACÁN EN EL LOF TEMUCUICUI
Explicamos con total claridad la burda estrategia de la Fiscalía y Carabineros en esta segunda incursión: en el operativo del pasado 6 de mayo, el tribunal desestimó completamente las supuestas "pruebas" presentadas por el Ministerio Público, negando las prisiones preventivas masivas y dejando a casi todos los comuneros bajo medidas cautelares menores debido a la falta de solidez técnica. Sabiendo que judicialmente volvían a fracasar, en el allanamiento del 14 de mayo optaron conscientemente por una estrategia política distinta: no detener a nadie y limitarse a sembrar evidencias falsas en el territorio del LOF TEMUCUICUI.
Emplazamos a la lógica básica de la opinión pública: ¿Qué organización criminal o supuesto grupo terrorista dejaría botada una subametralladora Uzi en un predio descampado para que la policía la encuentre convenientemente ante las cámaras del LOF TEMUCUICUI? Esta manipulación de armas y supuestos arsenales no es nueva; es el mismo proceder criminal que ya quedó de manifiesto y al descubierto en el histórico montaje de la Operación Huracán. La evidencia exhibida hoy perfectamente pudo ser puesta por los propios agentes estatales para sostener mediáticamente un operativo vacío de legalidad contra el LOF TEMUCUICUI.
5. EL SILENCIO CÓMPLICE DE LA DEFENSORÍA DE LA NIÑEZ: ¿INFANCIA DE SEGUNDA CATEGORÍA?
Denunciamos y cuestionamos con profunda indignación el silencio absoluto y la inacción de la Defensoría de la Niñez de Chile ante el terror sistemático impuesto en nuestro territorio. Emplazamos públicamente a este organismo institucional: ¿Acaso los niños y lactantes del LOF TEMUCUICUI no tienen los mismos derechos constitucionales e internacionales que los niños chilenos? ¿O es que para el racismo de Estado nuestros Pichikeche son considerados "infancia de segunda categoría"? La falta de una defensa férrea, inmediata y de terreno frente a salas cuna gaseadas, furgones escolares secuestrados y fusiles apuntando a menores de 4 años en el LOF TEMUCUICUI demuestra que la institucionalidad protectora discrimina por origen étnico, operando de manera servil a las políticas de seguridad que despojan a nuestro pueblo.
6. VULNERACIÓN FLAGRANTE DE ACUERDOS NACIONALES E INTERNACIONALES EN EL LOF TEMUCUICUI
El asalto con armas de guerra contra lactantes, mujeres embarazadas, el secuestro de sus buses de transporte y el ataque a recintos educativos rurales en el LOF TEMUCUICUI desmiente por completo el compromiso democrático del Estado chileno, violando de manera explícita los siguientes tratados y normativas de protección vigentes:
A nivel internacional: Se pisotea la Convención sobre los Derechos del Niño de las Naciones Unidas, la cual prohíbe taxativamente someter a los menores a tratos crueles, degradantes o entornos de terror bélico. Asimismo, se quiebra el Convenio 169 de la OIT sobre Pueblos Indígenas y la Declaración de la ONU sobre los Derechos de los Pueblos Indígenas, que mandatan al Estado a respetar la integridad familiar, comunitaria y cultural, prohibiendo expresamente la militarización de sus territorios tradicionales y el uso de la fuerza contra los miembros vulnerables del LOF TEMUCUICUI.
A nivel nacional: Se vulneran de manera directa la Ley N° 21.430 sobre Garantías y Protección Integral de los Derechos de la Niñez y la Adolescencia, que obliga a todas las instituciones del Estado a poner el Interés Superior del Niño como prioridad absoluta en cualquier procedimiento. Al disparar ráfagas de fogueo o munición real cerca de salas cuna, cercar furgones escolares y detener a niños de 4 años en el LOF TEMUCUICUI, los agentes policiales incurrieron en una ilegalidad abierta frente a los marcos constitucionales de protección a la infancia.
7. INDIVIDUALIZACIÓN Y RESPONSABILIDAD DIRECTA DE LOS AGENTES ESTATALES EN EL LOF TEMUCUICUI
Hacemos responsables directos de la integridad física, el trauma sicológico de nuestros niños y cualquier tragedia irreparable en el LOF TEMUCUICUI a las autoridades ejecutoras de esta violencia selectiva. Denunciamos con nombre y apellido al Fiscal de Alta Complejidad, Carlos Bustos, y al General Cristián Mansilla Varas, Jefe de Zona de Carabineros de La Araucanía, como los autores materiales de esta persecución sanguinaria. Son ellos quienes firman los documentos, ordenan en el terreno las ráfagas de más de 400 disparos en zonas habitadas, validan el asalto a recintos educacionales infantiles y ejecutan el secuestro de los buses escolares que prestan servicio al LOF TEMUCUICUI.
Subrayamos de forma tajante que los autores intelectuales de esta violencia son el Estado chileno y toda su maquinaria institucional, la cual incluye a sus poderes políticos, judiciales y a su aparato de prensa oficialista que actúa como brazo propagandístico para justificar la represión. Sus nombres y estructuras quedan registrados ante la historia y los tribunales internacionales de derechos humanos por sus crímenes contra el LOF TEMUCUICUI.
8. PARADOJA Y MONTAJE DE LA PRENSA OFICIALISTA EN EL LOF TEMUCUICUI
Resulta paradójico, cómplice y macabro ver cómo la prensa oficialista y los grandes canales de televisión se encontraban instalados en la zona desde tempranas horas de la mañana. Esto demuestra una coordinación previa y un diseño político claro: el objetivo jamás fue una investigación criminal seria, sino montar nuevamente un show televisivo de "mano dura", utilizando el trauma de nuestra infancia y el asalto al LOF TEMUCUICUI como mercancía publicitaria para el consumo nacional.
9. INTERVENCIÓN DEL INDH AL MÁS ALTO NIVEL POLÍTICO CON NUESTRA AUTORIDAD ANCESTRAL EN EL LOF TEMUCUICUI
La gravedad de este ensañamiento contra la infancia y el territorio ha traspasado las barreras del cerco mediático. Confirmamos que el Instituto Nacional de Derechos Humanos (INDH) ya ha sostenido conversaciones directas al más alto nivel político con el Lonko de la Comunidad Autónoma de Temucuicui, el Peñi Víctor Queipul Huaiquil. Esta interlocución urgente responde a la alarma extrema y la profunda preocupación que genera en el organismo que, ininterrumpidamente, el foco explícito de los operativos militarizados en el LOF TEMUCUICUI sean los menores de edad, un niño de 4 años, lactantes, bebés en gestación, espacios educativos y el secuestro del transporte escolar de la comunidad. Ninguna estrategia de seguridad puede sostenerse sobre el trauma infligido a la niñez del LOF TEMUCUICUI.

10. NUESTRA LUCHA NO ES CONTRA UN GOBIERNO DE TURNO, SINO CONTRA EL ESTADO CHILENO: EXIGENCIA DEL LOF TEMUCUICUI
Volvemos a repetir y aclarar de manera tajante a la comunidad nacional e internacional que nuestra digna lucha no es delincuencial, no es terrorista, ni está sujeta a los cálculos electorales de la administración de turno. Nuestra causa no se limita a un color político particular; enfrentamos la violencia estructural y los abusos permanentes del Estado chileno contra el LOF TEMUCUICUI. La política de opresión, despojo y asalto militarizado al Wallmapu ha sido una constante transversal mantenida de forma idéntica por todos y cada uno de los mandatarios desde el retorno a la democracia: Patricio Aylwin Azócar, Eduardo Frei Ruiz-Tagle, Ricardo Lagos Escobar, Michelle Bachelet Jeria, Sebastián Piñera Echenique y Gabriel Boric Font, sirviendo además a los discursos populistas y racistas de sectores ultraderechistas liderados por figuras como José Antonio Kast, quienes exigen y celebran estos operativos como trofeos políticos obtenidos por sus sicarios materiales. Frente a esta opresión sistémica que trasciende gobiernos y coaliciones, nuestra causa en el LOF TEMUCUICUI es enteramente política e histórica: el Estado de Chile debe asumir su responsabilidad histórica y restituir el territorio ancestral mapuche legítimo que nos fue usurpado a sangre y fuego para favorecer los intereses forestales y latifundistas.
11. EMPLAZAMIENTO A LA CONCIENCIA INTERNACIONAL DESDE EL LOF TEMUCUICUI
La política de seguridad del Estado en el territorio ancestral no es criminal, es sanguinaria. Condenamos la hipocresía de un aparato público que en el extranjero suscribe tratados de protección a los derechos del niño, mientras que en las tierras del LOF TEMUCUICUI apunta con fusiles de guerra a bebés en gestación, detiene a niños de 4 años, persigue y secuestra furgones escolares y gasea salas cuna. Exigimos el cese inmediato de estas operaciones de castigo que buscan quebrar la resistencia de un pueblo ensañándose con sus futuras generaciones.
La Comunidad Autónoma de Temucuicui se mantiene en resistencia legítima defendiendo la integridad de todo el LOF TEMUCUICUI. La violencia del Estado chileno, por más brutal y desmedida que sea, no logrará doblegar la dignidad de nuestro territorio ni la defensa de nuestros hijos.

BLOODY, RACIST, COLONIAL, AND CRIMINAL RAID BY THE CHILEAN STATE AGAINST THE TEMUCUICUI LOF: PROSECUTOR BUSTOS AND GENERAL MANSILLA DIRECT WAR-LIKE AND MERCILESS TERRORISM AGAINST MAPUCHE INFANTS AND CHILDREN AS PART OF THE CHILEAN STATE’S POLICY OF SYSTEMATIC EXTERMINATION AND GENOCIDE
PUBLIC STATEMENT
TO NATIONAL AND INTERNATIONAL PUBLIC OPINION, TO PEOPLES IN STRUGGLE, AND TO INTERNATIONAL HUMAN RIGHTS ORGANIZATIONS:
The Temucuicui Autonomous Community, faced with the repressive, criminal, and bloody escalation that the Chilean State has unleashed in less than a week against our territory, urgently and angrily declares the following:
1. A SYSTEMATIC ATTACK AGAINST THE ENTIRETY OF THE TEMUCUICUI LOF
We urgently denounce that the recent aggressions perpetrated by the state military apparatus do not only constitute cruelty against the children, infants, and unborn babies of our territory; this is a generalized, planned, and violent attack against the entirety of the TEMUCUICUI LOF. The police and military cruelty directly hits the coexistence of our territorial identity and the entire social and community fabric of our ancestral organization.
2. THE BLOODY RECORD IN LESS THAN EIGHT DAYS AND THE HIJACKING OF SCHOOL BUSES IN THE TEMUCUICUI LOF
Institutional cruelty has been recorded in two brutal episodes that prove the Chilean State acts without any moral or legal restraint in Wallmapu:
May 6: State forces assaulted and cut off communication to an unborn baby and his mother, detaining a pregnant Lagmien amidst bursts of rifle fire and gas inside the TEMUCUICUI LOF. In this same bloody procedure, the State criminally detained a child of only 4 years old along with his mother, subjecting childhood to the brutality of an excessive military deployment.
May 14: Scarcely eight days later, the war machinery returned to the TEMUCUICUI LOF with the same focus of cruelty. On this occasion, they criminally raided a daycare center and a school inside the territory, transforming early childhood care spaces into war zones. Not satisfied with the trauma caused to the children in the classrooms, the repressive forces of the State proceeded to directly hijack two school buses, illegally retaining the exclusive transportation of community students in an unprecedented act of military intimidation and state piracy in the TEMUCUICUI LOF.
3. EXCESSIVE WAR DEPLOYMENT, BULLETS AGAINST CHILDREN, AND THE JUDICIAL ABSURDITY IN THE TEMUCUICUI LOF
Both operations involved massive police contingents and direct military support, carrying drones and highly technically sophisticated warfare machinery. We denounce with total indignation that in each of these days against the TEMUCUICUI LOF, more than 400 shots were fired. The question we ask the world is obvious: How is it possible to raid a territory in this brutal manner, where the explicit focus of violence is to hit the entire TEMUCUICUI LOF by attacking daycare centers and schools, and then publicly declare that they seized "high-caliber weaponry" but do not present a single detainee at the scene? The farce collapses under its own weight.
4. FROM PROCEDURAL FAILURE TO THE FRAMING OF EVIDENCE: THE GHOST OF OPERATION HURRICANE IN THE TEMUCUICUI LOF
We explain with total clarity the clumsy strategy of the Prosecution and Carabineros in this second incursion: in the operation of last May 6, the court completely dismissed the alleged "evidence" presented by the Public Ministry, denying mass pretrial detentions and leaving almost all community members under minor precautionary measures due to a lack of technical solidity. Knowing that they were failing judicially once again, in the May 14 raid they consciously opted for a different political strategy: not detaining anyone and limiting themselves to planting false evidence in the territory of the TEMUCUICUI LOF.
We appeal to the basic logic of public opinion: What criminal organization or alleged terrorist group would leave a Uzi submachine gun abandoned in an open field for the police to conveniently find in front of the cameras of the TEMUCUICUI LOF? This manipulation of weapons and alleged arsenals is not new; it is the same criminal behavior that was already exposed and uncovered in the historic framing of Operation Hurricane. The evidence exhibited today could perfectly have been placed by state agents themselves to media-sustain an operation completely void of legality against the TEMUCUICUI LOF.
5. THE COMPLICIT SILENCE OF THE CHILDREN'S DEFENSE OFFICE: SECOND-CLASS CHILDHOOD?
We denounce and question with deep indignation the absolute silence and inaction of the Chilean Children's Defense Office (Defensoría de la Niñez) faced with the systematic terror imposed on our territory. We publicly challenge this institutional body: Do the children and infants of the TEMUCUICUI LOF not have the same constitutional and international rights as Chilean children? Or is it that, for State racism, our Pichikeche are considered a "second-class childhood"? The lack of a fierce, immediate, and on-the-ground defense against gassed daycare centers, hijacked school vans, and rifles pointed at minors under 4 years old in the TEMUCUICUI LOF demonstrates that the protective institution discriminates by ethnic origin, operating subserviently to the security policies that dispossess our people.
6. FLAGRANT VIOLATION OF NATIONAL AND INTERNATIONAL AGREEMENTS IN THE TEMUCUICUI LOF
The assault with weapons of war against infants, pregnant women, the hijacking of their transport buses, and the attack on rural educational facilities in the TEMUCUICUI LOF completely refutes the democratic commitment of the Chilean State, explicitly violating the following current protective treaties and regulations:
At the international level: The United Nations Convention on the Rights of the Child is trampled upon, which strictly prohibits subjecting minors to cruel, degrading treatment or environments of warlike terror. Likewise, ILO Convention 169 on Indigenous Peoples and the U.N Declaration on the Rights of Indigenous Peoples are broken, which mandate the State to respect family, community, and cultural integrity, expressly prohibiting the militarization of their traditional territories and the use of force against vulnerable members of the TEMUCUICUI LOF.
At the national level: Law No. 21,430 on Guarantees and Integral Protection of the Rights of Children and Adolescents is directly violated, which forces all State institutions to put the Best Interests of the Child as an absolute priority in any procedure. By firing blank bursts or live ammunition near daycare centers, surrounding school vans, and detaining 4-year-old children in the TEMUCUICUI LOF, police agents engaged in open illegality against constitutional frameworks for child protection.
7. INDIVIDUALIZATION AND DIRECT RESPONSIBILITY OF STATE AGENTS IN THE TEMUCUICUI LOF
We hold the executing authorities of this selective violence directly responsible for the physical integrity, the psychological trauma of our children, and any irreparable tragedy in the TEMUCUICUI LOF. We denounce by name and surname High-Complexity Prosecutor Carlos Bustos and General Cristián Mansilla Varas, Chief of the Araucanía Police Zone, as the material authors of this bloody persecution. They are the ones who sign the documents, order bursts of more than 400 shots in inhabited areas on the ground, validate the assault on children's educational facilities, and execute the hijacking of school buses serving the TEMUCUICUI LOF.
We emphatically underline that the intellectual authors of this violence are the Chilean State and its entire institutional machinery, which includes its political and judicial powers, and its official media press apparatus that acts as a propaganda arm to justify repression.
Their names and structures remain recorded before history and international human rights courts for their crimes against the TEMUCUICUI LOF.
8. PARADOX AND FRAMING BY THE OFFICIALIST PRESS IN THE TEMUCUICUI LOF
It is paradoxical, complicit, and macabre to see how the officialist press and major television channels were already stationed in the area since the early hours of the morning. This demonstrates prior coordination and a clear political design: the objective was never a serious criminal investigation, but rather to stage once again a "strong hand" television show, using the trauma of our childhood and the assault on the TEMUCUICUI LOF as advertising merchandise for national consumption.
9. INTERVENTION OF THE INDH AT THE HIGHEST POLITICAL LEVEL WITH OUR ANCESTRAL AUTHORITY IN THE TEMUCUICUI LOF
The gravity of this cruelty against childhood and the territory has breached the barriers of the media blockade. We confirm that the National Institute of Human Rights (INDH) has already held direct conversations at the highest political level with the Lonko of the Autonomous Community of Temucuicui, Peñi Víctor Queipul Huaiquil. This urgent dialogue responds to the extreme alarm and deep concern generated within the agency by the fact that, uninterruptedly, the explicit focus of militarized operations in the TEMUCUICUI LOF is minors, a 4-year-old child, infants, unborn babies, educational spaces, and the hijacking of the community's school transport. No security strategy can be sustained upon the trauma inflicted on the children of the TEMUCUICUI LOF.
10. OUR STRUGGLE IS NOT AGAINST A TEMPORARY GOVERNMENT, BUT AGAINST THE CHILEAN STATE: DEMAND OF THE TEMUCUICUI LOF
We repeat and clarify once more in a definitive manner to the national and international community that our dignified struggle is not criminal, it is not terrorist, nor is it subject to the electoral calculations of the administration in office. Our cause is not limited to a particular political color; we face the structural violence and permanent abuses of the Chilean State against the TEMUCUICUI LOF. The policy of oppression, dispossession, and militarized assault on Wallmapu has been a transversal constant maintained identically by each and every president since the return to democracy: Patricio Aylwin Azócar, Eduardo Frei Ruiz-Tagle, Ricardo Lagos Escobar, Michelle Bachelet Jeria, Sebastián Piñera Echenique, and Gabriel Boric Font, additionally serving the populist and racist rhetoric of far-right sectors led by figures like José Antonio Kast, who demand and celebrate these operations as political trophies obtained by their material hitmen. Faced with this systemic oppression that transcends governments and coalitions, our cause in the TEMUCUICUI LOF is entirely political and historical: the State of Chile must assume its historical responsibility and return the legitimate ancestral Mapuche territory that was usurped from us through blood and fire to benefit logging and large-estate interests.
11. AN APPEAL TO THE INTERNATIONAL CONSCIENCE FROM THE TEMUCUICUI LOF
The state security policy in ancestral territory is not criminal, it is bloody. We condemn the hypocrisy of a public apparatus that signs treaties protecting the rights of the child abroad, while in the lands of the TEMUCUICUI LOF it points war rifles at unborn babies, detains 4-year-old children, pursues and hijacks school vans, and gases daycares. We demand the immediate cessation of these punitive operations that seek to break the resistance of a people by inflicting cruelty upon its future generations.
The Autonomous Community of Temucuicui remains in legitimate resistance, defending the integrity of the entire TEMUCUICUI LOF. The violence of the Chilean State, no matter how brutal and excessive, will not succeed in bending the dignity of our territory or the defense of our children.
